Symptoms
In Oracle Purchasing, Release 12.2.3 through 12.2.6, an error occurs when attempting to update a Work Service Order with Line Type value "Services".

Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications, using a Purchasing responsibility.
1. Navigate to Buyer Work Center (BWC) > Orders
2. Create a complex service order.
3. Attempt to update Line Type = Services. The error occurs at this point.
