Manual Action Not Firing the Correct Linked Agent

Symptoms
When changing the agent associated with a Manual Agent action, the old agent is not unsubscribing to the action. As a result when the action fires, it triggers the old and new agents.
Example:
01. Create an action (Action1) and point it to trigger an agent (Agent1)
02. Change Action1 to point to trigger a different agent (Agent2)
03. Fire Action1, both Agent1 and Agent 2 fire. (This is the problem, only Agent2 should fire.)
