Symptoms

In Oracle Sourcing, Release 12.2.4, an error occurs when attempting to close the RFQ early.

The error is seen in the workflow monitor.
Due to this issue, sourcing buyers cannot properly close RFQ documents early when desired.

Failed Activity = Notify bidder list that auction has been closed early
Activity Type = Function
Error Name = -6502
Error Message = ORA-06502: PL/SQL: numeric or value error: character string buffer too small

Steps To Reproduce

The issue can be reproduced at will with the following steps in Oracle Sourcing.
1. On the Negotiations home page, query an RFQ.
2. Select the action to close the RFQ (early close which is permitted on the RFQ).
3. The early close fails during the workflow processing, and the RFQ remains open.
