Attachment Icon should not be disabled when navigating to another record in Payroll Process Results Form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create document category for application payroll
2. Create Document entity for Table PAY_PAYROLL_ACTIONS
3. Create Attachment function for form or function.
4. Query the payroll process results form. Navigate through records.
