Symptoms
Problem Statement:
Following error occurs when creating element entries for any elements.
APP-PAY-51271: The assignment is not eligible for the element.
You may not grant the element &ELEMENT_NAME to assignment number &ASSIGNMENT_NUMBER on &SESSION_DATE. The assignment is not eligible for the element on that date. Eligibility is determined by the element link. In order to be eligible, the link criteria must be met by the assignment at all times during the life of an element entry.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Go to Element Entries form.
- Create element entry. (Any element)
- Error occurs when tabbing out.
