Symptoms

On : 12.2.4 version, Charges UI, APIs, and schema

When trying to submit estimate labor lines getting the following error


ERROR

 "There are no charges eligible for submission to oracle order management for this service request"



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create Service Request
2. Create estimate labor charge line
3. Try to submit a charge line to Order Management
