"An Undefined Error Has Occurred. Please Try Again Later." Exception When Using "Download Rates" Action Using Rates with Unit Breaks

Symptoms
A Rate Record is created using a Rate Unit Break Profile. This Rate is used to create a Rate Load Definition. When the user attempts to run the "Download Rates" action with this Rate Load Definition, it fails with the message:
"An Undefined Error Has Occurred. Please Try Again Later."
In the log, the following Exception is found:
