Incorrect Transaction Control Error in iProcurement for Contingent Workers (Doc ID 2254976.1)

Symptoms

Incorrect transaction control error in iProcurement when an expenditure type that violates transaction controls is charged to the project.
The user is a contingent worker.
The pre-approved batch in Projects gives message, 'This item would violate a project level transaction control', when this transaction is
entered, but when the same information is entered in iProcurement, the following is received:

The errors are the same when the user entering the transactions is an employee.

Steps to Reproduce:

1. Contingent worker
2. Create a project with a transaction control against the expenditure type 'Airfare'.
3. Enter a Pre-approved batch using charging airfare. Error received is: This item would violate a project level transaction control.
4. In iProcurement | Requisition | Selected an Approved Requisition and Copied to Cart | Checkout => Changed the PA info to the project above and when saved receive:

The project/task transaction controls prohibit contingent worker transactions.
