On : 12.1.3 version, AME Setup issues

ACTUAL BEHAVIOR

Approval request does NOT reach Final Approver in LOA EMAIL workflow

When approving the approval notification through e-mail approval in LOA workflow,
the approval process is completed at manager level without requesting (forwarding) to final approver (HR Executive).

But it works fine as expected when manager approves the notification via worklist.

We implemented AME as per oracle note(mentioned below) but the same issue still persists.

Our goal is that request for final approval has to be forwarded to HR Executive,even when manager approves through e-mail.
