ORA-06502: PL/SQL: Numeric or Value Error: NULL Index Table Key Value When Publish or Republish the Plan (Doc ID 2258362.1)

Symptoms


When attempting to republish a plan with Reevaluate Plan Population option, the Republish Performance Plan process failed and the following error can be found on concurrent log:

Inside Exception in Plan_republish
ORA-06502: PL/SQL: numeric or value error: NULL index table key value




STEPS
The issue can be reproduced at will with the following steps:


1. Using HR Professional responsibility.

2. Navigate to Performance Management page.

3. Go to Performance Management Plans link.

4. Search for the plan > Click on Update option.

5. Click Next option till the republish plan options are displayed.

6. Select Reevaluate Plan Population option > Click on Republish option.

7. Concurrent Republish Performance Plan finished in error.
