Changing The Start Time of The Charter Voyage Does Not Consider The Terminal Close Time When Updating The Consol Shipment Start Time (Doc ID 2258783.1)

Symptoms

When changing the departure start time of the charter voyage, the consol shipment start time gets updated automatically however without taking into consideration the terminal close time.

It is expected when changing the start time of the voyage schedule, when the shipment start time gets automatically updated ,to have the shipment start time updated with taking into consideration the terminal close time

The issue can be reproduced at will with the following steps:
1. Search for Charter Voyage 01002 by going to Operational Planning ->
Schedule Management -> Charter Voyage
2. Review the departure time and the charter stowage terminal close time
3. Review Shipment ID 01143
4. Notice that currently the start time of the consol shipment is correctly
calculated.
5. Search for Charter Voyage 01002 by going to Operational Planning ->
Schedule Management -> Charter Voyage
6. Change the departure date by adding one minute
7. Requery the shipment 01143 and notice that the start date gets updated
without taking the terminal close time into consideration
