Performance issue in payments dashboard - Needs Action link.

When the link is clicked, it randomly hangs and returns an error or eventually displays the page.

The slow SQL is identified as:

 

The issue can be reproduced at will with the following steps:
1) Login in to Oracle E-Business
2) AP Payments User responsibility
3) Navigate to Payments Manager
4) Click on the Need Action Link
