Transportation Intelligence (FTI) - F_SHIPMENT_EVENT Local Times Missing from EVENT_DATE_LOCAL Column (Doc ID 2261449.1)

Symptoms

The customer is reporting that Local Times are missing in the F_SHIPMENT_EVENT table. The dates appear to be working however because in some cases the local date is a different date so the conversion appears to be happening. The values in the EVENT_DATE_LOCAL table look like this:  20170325000000.  Notice the zeros.  This is where the time stamp should appear.

The issue can be reproduced at will with the following steps:

1)  Select any buy/sell shipment and add an event for it.
2)  Also run the action 'Add Event for Location'.
3)  Ensure that the status for the shipment and the respective ORs are in READY_TO_LOAD status.
4)  Run ETL

Observe that the EVENT_DATE_LOCAL column in F_SHIPMENT_EVENT table is not getting populated with the complete timestamp.
