Error: 'Invalid contact for given customer account' When Changing The Bill To Account On A Repair Actual Line (Doc ID 2269858.1)

Symptoms

When attempting to change the Bill to account on a repair actual line the following error occurs.

ERROR
-----------------------
Invalid contact for given customer account

CS_DB_ERROR (PROG_NAME=Cs_Charge_Create_Order_PVT.Update_Errors)
(SQLCODE=-60)(SQLERRM=ORA-00060: deadlock detected while waiting for resource
ORA-06510: PL/SQL: unhandled user-defined exception)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Depot Repair > Repair Orders > Repair Actuals tab
2. Change the default bill to account.
3. Save
