Purchase Order PDF Not Generating APP-FND-01564 ORACLE error 1403 in afppct (Doc ID 2270238.1)

Symptoms

Using Purchasing Version 12.X

Purchase order failing to generate a PO PDF with the following error:

PoPDFExceptionoracle.apps.po.communicate.PoPDFException: PO_PDF_XML_FAILED
oracle.apps.po.communicate.PoPDFException: PO_PDF_XML_FAILED

Additionally the process Tools>Communicate and Print the concurrent request fails with

APP-FND-01564: ORACLE error 1403 in afppct

Cause: afppct failed due to ORA-01403: no data found
ORA-06512: at "APPS.FND_CONC_STAT", line 62
ORA-06512: at "APPS.FND_CONC_STAT", line 113
ORA-06512: at line 1.

STEPS
-------------------
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Attempt to generate the PO PDF
