R12: Summarized Cost does not Equal Actual Cost When Currency Differs (Doc ID 2270704.1)

Symptoms

After running project summarizations for Canadian projects, there are projects where the Stage 3 summarized costs do not match the actual costs. The projects are for the Canada Operating Unit and have a projfunc_currency_code of CAD and a project_currency_code of USD. There are projects in the US operating unit that have a projfunc_currency_code of USD and a project_currency_code of CAD that are summarizing fine but several patches were needed to make this work successfully.
