Error when we upload item in BPA
Problem Description

We need to upload lines in BPA used toll "Via Upload", but the process not upload lines of BPA and document ended block with message "This action is not allowed. Errors were encountered while loading updates to this Blanket Purchase Agreement.", and when I review the document the BWC those show me new mark with following message "Indicates supplier or catalog administrator is editing the document"

STEPS
-------------------
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Query up a BPA in Buyer Work Center
3. Click dropdown Add Lines, and select Via Upload
4. Click Download Resources button
5. Choose file type Tab-delimited Text - save
6. Edit Template
7. Upload edited template
8. View BPA again
