When We Have More Than One Operating Unit, Buyers Work Center Creates PO Only For One Responsibility (Doc ID 2274295.1)

Symptoms

On : 12.2.6 version, Setups

We have several purchasing responsibilities set up by Operating Unit
When we access a responsibility for a specific Operating Unit by Oracle Core Forms,  the PO creation works normally as expected.
When we access by Buyers Work Center (BWC) - the PO Creation does not work for each OU/ responsibility.
Receive the following JAVA ERROR.

STEPS

The issue can be reproduced at will with the following steps:
1. Open Responsibility for one Operating Unit
2. Navigate: BWC > orders > headers
3. Receive Error page
