Unable to Save Commodity Line in a Custom 'Rate Inquiry' Manager Layout with 'Packaged Item ID' Removed (Doc ID 2279070.1)

Symptoms

Unable to Save Commodity Line in Rate Inquiry if the "Packaged Item ID" was removed from a custom manager layout.

- Create a custom Manager Layout from RATE_INQUIRY, remove the "Packaged Item ID"
- Create a custom action with Action Definition RATE_INQUIRY
- Assign the created action to the User's user preference
- Create a ACL In the DBA domain
- Assign the ACL to the user
- Run the "Secure Action" on the custom action

Login to OTM > Ask OTM > Rates (RIQ)

Scroll down to the "Commodities" section > add the following

  Flexible Commodity Qualifier
  Commodity Code
  Ship Unit Count
  Weight
  Volume

Click Save > nothing happens

Remove the following

  Flexible Commodity Qualifier
  Commodity Code

Click Save > The Commodity line saved
