Symptoms

When attempting to create contract header using oks_import_header_pub.create_contract_header_wrapper API the following error occurs.

Error While Creating Contract Header You must enter a value for column HEADER_ID

The issue can be reproduced at will by running the oks_import_header_pub.create_contract_header_wrapper API.
