"Cannot add the DIAG_LOG_FILE record. DIAG_LOG_FILE_GID must be unique." Generating Diagnostic File From Bulk Plan with Partitions Enabled

Information in this document applies to any platform.
When trying to access a Diagnostic File from a Bulk Plan with partitions enabled, the following error is encountered and the file appears corrupted.
The issue can be reproduced at will with the following steps:
1. Ensure that Diagnostic logging is enabled
2. Run a bulk plan
3. Check for the Log file that corresponds to the bulk plan ID in the /Logs/diagnostics/ directory
