Resubmit Fails After RUP9

Information in this document applies to any platform.
Resubmit by a role with multiple users fails after RUP9 and gives the below error:
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to Employee Self Service.
2. Create an Extra Information and submit.
3. Log in as one of the approvers from the role.
4. Open the notification and click on Update Action link.
5. Make changes and submit. Now check the status from Status Monitor, the transaction ends in error
