CONCSUB Utility Is Using Invalid ORG_ID Value Which Is Causing The Program To Fail

Symptoms
After applying Good and Service Tax (GST) patches, the CONCSUB utility is not working as expected. When users are running a concurrent program using the CONCSUB utility to submit, it is passing an invalid ORG_ID value which is causing the program to fail. Before applying GST patches, CONCSUB was passing NULL value to ORG_ID, but after applying the GST patches, it is passing a '1' which is picking one of the defined Operating Units whose ORG_ID is '1'.
