TransmissionReport Fails With 'Exception 000678 HTTP Failure' (Doc ID 2284955.1)

Middleware (PI) sends an ActualShipment to OTM with the AckSpec segment. This should send the TransmissionReport back, but it does not get sent.

The following properties are set:

glog.integration.TransmissionReport=YES (always receive the TransmissionReport when including an AckSpec element)

TransmissionReport fails with the following error when sending ActualShipment Transmission to OTM from Middleware (PI). The TransAck is going from OTM to Middleware (PI) normally but not the TransmissionReport.
