Sales Order Lines Stuck Due To Orphaned Fulfillment Set Lines and Workflow Error ORA-01403 (Doc ID 2286095.1)

Symptoms

Problem Statement

  1. When Cancelling Sales Order Lines (Outbound) or Returned Lines (Inbound) the Following Error Occurs
  2. When trying to Invoice Sales Order lines the Lines are stuck at Fulfillment activity with the below error 
ORA-01403: no data found in Package OE_Line_Fullfill Procedure Cancel_Line
User-Defined Exception in Package OE_Line_Set Procedure Delete Fulfillment Set
Cancelling lines result in 'Returned' status with the following error:
"ORA-20001:  OE_Fulfill_WF.Fulfillment(OEOL, XXX, YYY, RUN, E21,E22-1,E22-2,) Wf_Engine_Util.Function_Call(OE_FULFILL_WF.START_FULFILLMENT, OEOL, XXX, YYY, RUN)"
ORA-01403: no data found in Package OE_Line_Fullfill Procedure Process_Fulfillment_Set

Steps to Reproduce

The issue can be seen with the following steps:

  1. Order Management Super User Responsibility
  2. Query the Sales Order
  3. Open the sales order and navigate to Lines
    1. Select Actions àCancel Line and Observe the above error.
    2. Try to Progress the SO Line which is stuck at Fulfill Activity and observe error
