PO Workflow Deferred and Stuck 'In Process' when 'PO: Workflow Processing Mode' is Set to Background or Null, whereas It Works Fine when Using Online Mode

Information in this document applies to any platform.
The issue can be reproduced at will with the following steps:
1. Set 'PO: Workflow Processing Mode' to Background or null.
2. Create PO and submit it for approval.
3. Then the PO will be stuck in "In Process" status.
4.Check the workflow activity, workflow always deferred and waiting for background engine to run.
5.Manually submit the 'Workflow Background Process" with below parameters:
Item Type=PO Approval
But it does not work.
6. Set 'PO: Workflow Processing Mode' to online, then it works fine, no deferred workflow happens.
