Symptoms

When attempting to backorder during ship confirm, the following error occurs:

Error

For a Fixed Conversion the secondary quantity cannot deviate
Error: Quantity could not be unreserved for delivery detail XXXXXX

INV_INCORRECT_FIXED_VALUE WSH_BO_UNRESERVE_ERROR

Steps to Reproduce:

1. Order Management Super User Responsibility
2. Shipping
3. Transactions
4. Query delivery detail
5. Ship confirm and select Backorder
