Symptoms

Patch 25322478:R12.PO.D install fails with error ORA-20001: finish_transaction(DESC_FLEX) raised ex
 
Errors in worker log:

Error loading seed data for VSET_VALUE: FLEX_VALUE_SET_NAME = Document Type, PARENT_FLEX_VALUE_LOW = , FLEX_VALUE = Base Document, ORA-20001: Synonym does not point to a seed data table: FND_FLEX_VALUE_NORM_HIERARCHY

ORA-20000: Flex developer error. Loader should not start a new transaction while it is processing an existing transaction. Entity Name of existing transaction: VALUE_SET

ORA-20001: finish_transaction(DESC_FLEX) raised exception.
ORA-01086: savepoint 'SAVEPOINT_VALUE_SET' never established in this session or is invalid

Upgrade the table "FND_FLEX_VALUE_NORM_HIERARCH" using "EXEC AD_ZD_SEED.UPGRADE" is not allowed since patch edition exists.
