Symptoms

 In SQL*Plus or SQL*Developer, when executing mo_global.init('SQLAP') after calling fnd_global.apps_initialize, the following error occurs:
  

But the profile "MO: Security Profile" is set correctly at the responsibility level.

Also, the security profile which is set to the profile "MO: Security Profile" has no problem because there is no error when logging to Applications and selecting the responsibility.
