Shipment Is Getting Deleted When Merging Two Shipments

Symptoms
When having 2 Order Releases, each of them planned into a Shipment that has the 'Permanent' flag checked, when performing the action 'Merge Shipments' for these 2 Shipments, the action is performed successfully.
One of the Shipments is deleted.
The issue can be reproduced at will with the following steps:
1. Create 2 Order Releases
2. Plan each of them into a Shipment
3. Check the 'Permanent' flag for each of the 2 Shipments
4. Perform the action 'Merge Shipments' for the above 2 Shipments
The Shipments are merged successfully into a single Shipment. The other Shipment is deleted.
