'Reconciliation - Unreconciled Transactions' Report is Missing Unreconciled Transactions (Doc ID 2292909.1)

Symptoms

There are unreconciled lines on a code combination in gl_je_lines_recon with jgzz_recon_status = U.  However, these lines are not appearing in the 'Reconciliation - Unreconciled Transactions' report.
