Symptoms
Bulk planning order releases is considerably slower in performance after applying Patch 21038966 - "THOUGH SHIPUNIT IS DELETED, SHIPMENT IS NOT GETTING DELETED" (or the associated Forward-Ported patches for the respective 6.3.2 or 6.3.3 release)
Bulk plans now take almost 20-30 times longer than before the application of this patch.
