Outbound Integration from OTM is Failing Due to Added Namespace Prefix of "otm:" After 6.4.2 Upgrade (Doc ID 2296795.1)

Symptoms

Outbound integration from OTM to an external system is failing validation at the downstream server due to the "otm:" namespace prefix being added to every element in the raw XML.  This is only started happening upgrading OTM to version 6.4.2. 

For example, prior to the 6.4.2 upgrade a snippet of the XML was as follows:
