Tender Cannot Be Updated After Conditional Booking

Symptoms
When attempting to modify a Shipment with Status "CONDITIONALLY ACCEPTED", the following error occurs.
The issue can be reproduced at will with the following steps:
1. Log in as Service Provider
2. Go to Online Booking/Tendering
3. Query the shipment
The shipment has the Status "CONDITIONALLY ACCEPTED"
4. Click on the button "Review or Update Conditional Booking"
5. Change Port of discharge ETA field
6. Press "Finished"
The above error appears.
