Symptoms
On : 12.1.3 version, Lease Authoring
When attempting to activate a Lease Contract with this new item,
the following error occurs.

The Expense CCID cannot be NULL for &EXPENSE_CCID
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Author a lease contract with this new item
2. Ty to activate the contract, it is stuck in Approved status with the above error.
