R12: PAIGEN : Draft Invoice Generation Program Ends Up With Error ORA-01458 (Doc ID 2301534.1)

Symptoms

When running PRC: Generate Draft Invoices for a Single Project to generate credit memo the program ends up with error :

 "cursor=31 code=-1458: ORA-01458: invalid length inside variable character string"

when the customer is trying to do reversal of the expenditure items for which invoices are generated and interfaced to AR whose exchange rate is more than 30, regeneration of the invoices is giving error.
