Symptoms
Problem Statement:
When attempting to create recurring element entry for contingent worker in Japan business group, following error occurs even though the entry is eligible.
ORA-20001: You may not grant the element &ELEMENT_NAME to assignment number
&ASSIGNMENT_NUMBER on &SESSION_DATE. The assignment is for a contingent
worker and contingent workers may only be granted recurring entries that have
a classification of Information.

Recurring element with primary classification "BASIC_INFO" is not listed in the Elements LOV in Element Entries form.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Run API(pay_element_entry_api.create_element_entry) to create element entry for contingent worker.
- Error occurs.
1. Open Element Entries form
(N) People > Enter and Maintain > Query Contingent Worker > (B) Assignment > (B) Entries
2. Query element in Elements LOV.
3. Element not listed and FRM-41830 error occurs.
