Symptoms

Oracle Order receipts are not processed successfully via Confirm Receipts notification

The Confirm Receipts Workflow failed to process the receipts due to an error in the Receiving Transaction Manager, Return code is 3

wfstat output shows: PO_ITEM_FULLY_RECV/PROCESS_RCV_TRANS          COMPLETE FAILED

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. User receives notification in Worklist for Confirm Receipts
2. Chooses option to receive material

NOTE:  The same error occurs when using the Confirm Receipts notification after selecting a responsibility first
