Resubmitting BEE Validate/Transfer Does not Process Corrected Batch Lines (Doc ID 2310255.1)

Symptoms

The first BEE transfer completes with "Transfer Incomplete". After correcting the issue and re-submitting the BEE transfer, batch status still shows "Transfer Incomplete" and line status shows "Unprocessed".

* The behavior is same for Validate mode. When the first BEE Validate completes with "Error", the subsequent BEE validate still shows "Error" and batch line status remains "Error".

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

<Transfer Case>

1.  Transfer the batch.
2.  Batch completes with "Transfer Incomplete" status due to the errors in some batch lines.
3.  Correct the batch lines and transfer the batch again.
4.  Batch status still shows "Transfer Incomplete" and batch line status shows "Unprocessed".

<Validate Case>

1.  Validate the batch.
2.  Batch completes with "Error" status due to the errors in some batch lines.
3.  Correct the batch lines and validate the batch again.
4.  Batch status still shows "Error" and batch line status shows "Error" as well.
