How does Dispensing Upper Tolerance Work? (Doc ID 2310355.1)

Goal

We are deploying Process MES module for Pharmaceutical. At dispensing Setup we had defined upper tolerance limit quantity and percentage for an Ingredient but we are unable to dispense a quantity of the material greater than defined in the Formula. Please guide us why we cannot dispense material within upper tolerance limit.

E.g we have defined Ingredient A 100KG Qty to be used in product A and Upper Tolerance is 10 percent or 15 Quantity . Container weight is 0.5 KG. We are unable to dispense more than 100.5 KG although we want to Dispense 106KG.
