ACTUAL BEHAVIOR

Tender email notifications are not being sent from OTM to the respective involved parties defined on the shipment. The following exception is observed when tender email notification is triggered:

It is expected to be able to send tender email notifications successfully with no errors.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Tender a shipment in OTM with an involved party contact with an involved party qualifier of LOGISTICS. The involved party contact should have email notifications enabled as their notification type.
2. An email notification will be triggered to the involved party contact
3. The email notification will fail with the above exception.
