R12 Assign UNASSIGNED Asset Fails With Error FRM-41830: List of Values contains no entries

Symptoms
When attempting to assign UNASSIGNED asset lines to a certain Asset Name the following error occurs:

FRM-41830: List of Values contains no entries
STEPS
--------
The issue can be reproduced at will with the following steps:
1. Projects responsibility > Capitalization > Capital Projects > query project number which is having the issue
2. Click on Assets > click on Asset Lines
3. Try to assign the Asset Name = UNASSIGNED to a certain Asset Name
4. Error occurs for the first 7 lines
