Unable to Allocate Hard Pegged Expense Item in Project Locator

Symptoms
On : 12.2.4 version, Pick Release
If checkbox of "Allow Cross Project Pick Wave Allocation" is unchecked, when attempting to allocate pick wave move order for hard pegged expense item even if onhand project/task is
same as project/task on the sales order, following error occurs.
ERROR
-----------------------
"The material sourcing process failed to create picking suggestions for line 1 of move order number XXXX.".
In addition, INV debug was showing the error as below:
STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Inventory Super User
2. Navigation: Move Orders -> Transact Move Orders
3. Query the move order.
4. Attempt to allocate, get the error.
