Duplicate Remarks Created for Order Release when Sending Release XML Inbound to Create Order (Doc ID 2317608.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Orders are created via integration. Although only one RemarkQualifierGid is specified in the Release XML, OTM is creating 2 identical remarks for the same Remark qualifier for the order release.

Note:  This issue is only seen when the ORDER - INSERT automation agent is active.



EXPECTED BEHAVIOR
-----------------------
It is expected that only one Remark is created for the order release which would conform to the data contained in the XML sent to OTM.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Send a Release XML inbound to OTM. Ensure that a single remark is specified per RemarkQualifierGid.
2. The order will be created with a duplicate remark
