Symptoms

Average Cost Update Does Not Update The Cost.  Errored Transactions in MTL_MATERIAL_TRANSACTIONS

CSTPACIN.COST_INV_TXN:CSTPACIR:10ORA-01400: cannot insert NULL into ("WIP"."WIP_REQ_OPERATION_COST_DETAILS"."OPERATION_SEQ_NUM")


Cost manager is running.

Steps:
1. Select an item and it's cost group.
2. Go to Inventory module > Cost > Average Cost update
3. Enter this item and cost group and new avg cost.
4. Save
5 Go to View > Requests > Look for Cost Manager to kick off a cost worker to to the update
6. The cost manager does not do anything
