OTM Returns Results with Shipment Delivery Date Prior to RIQ "Deliver By" Date (Doc ID 2319015.1)

Goal

How does the "Deliver By" date in the rate inquiry (RIQ) screen function?  When we run a RIQ with a "Deliver By" date defined, OTM doesn't honor the "Deliver By" date and returns a rate result with a shipment delivery date that is chronologically earlier than the "Deliver By" date specified in the RIQ screen.  The expectation is that OTM will only return rate results with a delivery date ON the same day was specified in the "Delivery By" date.
