Symptoms

On : 12.1.3 version, System Tuning Issue

When users trying to access E-business suite with URL, gets a blank page rather than EBS Login page . Application services restarted but issue continue.

When accessing E-business suite URL it should return login page

The issue can be reproduced at will with the following steps:
1. Access E business suite URL
