Symptoms

Rate calls to SMC RatewareXL fail if the Source Location has a 9 digit zip code i.e 80921-1117. 

Steps to Reproduce:
-----------------------

1. Run RIQ or plan order that that uses Rate Record that uses SMC RatewareXL and Source Destination has 9 digit zip code
2. Observe that RIQ or Planning fails because Source zip code is not 5 digits.
