Hidden Menu Links Are Accessible Via View User Access

Symptoms
From the View User Access under "Settings and Actions", it is observed that users can use the link from View User Access to access all hidden menu links.
Expectation is that the hidden menu links should not be accessed
STEPS
--------
The issue can be reproduced at will with the following steps:
1. Config and Admin>>Menu>>Hide a few menu items
2. Attach the Menu to user and login as the user
3. At the top left, click on the user id which goes to "Settings and Actions" Page
4. Click on View User Access and the hidden menu item can be accessed and opened
