Namespace Not as Expected In TransactionHeader Element (Doc ID 2321790.1)

Symptoms

Outbound integrations are failing.  When reviewing the failure you see that OTM does not produce 100% compatible 6.4.1 XML.

It is producing the correct 6.4.1 namespace (http://xmlns.oracle.com/apps/otm) but at the same time it is putting the string - "xsi:type="otm:TransactionHeaderType" in the /Transmission/TransmissionBody/GLogXMLElement/TransactionHeader element.

This string is making invalid 6.4.1 XML while parsing and transforming at External System program.
